Tyla Maki is on the dock in Butcherblock Mountains
Ask Tyla Maki for an adornment recipe (in Butcherblock Mountains)
There is a workbench up the ramp from the dock at the Highland Outpost.
Craft an Adornment of Pirate Energy (in Butcherblock Mountains)
Raffik is on the docks in Butcherblock Mountains.
Give the adornment to Raffik (in Butcherblock Mountains)
