EQ2U was caught up in a DDOS attack on Daybreak over the weekend which resulted in us getting blocked from accessing Census. Thankfully we have been unblocked and been added to a whitelist to reduce the chance of being collateral damage again. I am also in the process of rewriting parts of how EQ2U makes Census requests to make it more obvious that we are a legitimate request. Hopefully the site is loading more quickly for you without the Cloudflare 524 errors. Thank you all for your patience.
As I helped recover the Tear of Veeshan, gaining Field Marshal Vishra's trust, he has specifically requested my aid in investigating whatever power may be hidden within the Tear of Veeshan. He is rightfully cautious in keeping the tear's existence from the enemy, most specifically the Awakened Legion, but also wishes to avoid any disastrous traps by leaving its presence unknown to the New Combine council. He has agreed, at least, to bring Artimus Klangfangle into the fold, with his expertise in such matters.
I should convince Artimus Klangfangle, which should be easy enough, to report to Field Marshal Vishra to investigate the Tear of Veeshan.
Speak to Artimus Klangfangle (in Cobalt Scar)
Klangfangle would like me to acquire some encased reanimated gore. He gave me some animated gelate to throw at weakened blighted buccaneers down in Howlers Cove, which will, hopefully, help with the process.

I should return these encased reanimated gores to Artimus Klangfangle, who should be studying the Tear of Veeshan within the command tent in Scarstone.

I should report my findings regarding the Tear of Veeshan to Field Marshal Vishra right away!
