June 19, 2024 -- The new Anashti Sul server on the 2006 "Origins" EQ2 ruleset is now live. Sadly, there are no plans for it to support Census.

Ring of Ice VII (Celestial)

Freezes movement of the target and the surrounding encounter members. When the freeze effect wears off, it slows their movement for a short duration. Any damage received by the target has a chance at breaking the effect.

• Decreases Combat Mitigation of target by 13.3.

• Slows target by 92.5%.

• 5% chance to dispel when target receives hostile action

• 5% chance to dispel when target takes damage

• Decreases Combat Mitigation of target encounter by 26.5.

• Roots target encounter

• 20% chance to dispel when target takes damage

• Epic targets gain an immunity to Root effects of 1 minute 19 seconds and duration is reduced to 8.8 seconds.

• Resistibility increases against targets higher than level 127.
